Gary Khalil, Esq.
Gary Khalil served in the Army Judge Advocate General’s Corps for nearly 26 years until he retired in the rank of Colonel in August 2011. Beginning his Army career in Germany in 1986, he served in positions of increasing responsibility both overseas and in the United States, primarily in criminal law and the law of military operations, with more than a quarter-century of experience in National Security law, including the law of intelligence oversight and special mission operations. From 2003-2006, he held the Office of the Secretary of Defense Chair in Political Science at the National Defense University’s Industrial College of the Armed Forces in Washington, D.C.
After retiring from the Army, from 2011-2019 Gary was Counsel for the National Maritime Intelligence-Integration Office (NMIO), the National Intelligence Manager for the Maritime Domain (NIM-Maritime). From April 2013 to December 2017, he also served as Counsel for the Office of Naval Intelligence, providing legal support and oversight for intelligence, procurement, and civilian personnel activities. In that capacity he served as the senior ethics counsel, advising the Command on government ethics and issues related to the Hatch Act.
Gary received his Bachelor of Arts degree from Indiana University of Pennsylvania in 1981, where he was the Gregory W. Spinelli Outstanding Graduate in Criminology. In 1985, he received his law degree from Villanova University, and in 1996, he received an LL.M degree from the Judge Advocate General’s School of the Army. In 2000, Gary graduated With Highest Distinction from the Naval War College’s College of Naval Command and Staff, finishing first in a class of 270 students; in 2001, he graduated from the US Army’s Command and General Staff College.
From 2002-2003 he attended the Fletcher School of Law and Diplomacy at Tufts University as a US Army War College fellow. In June 2020 he received a second LL.M degree in National Security Law at Georgetown University Law Center, where he also served as a Graduate Editor of the Journal of National Security Law & Policy.
Gary is licensed to practice law in Pennsylvania and the District of Columbia.
